NOTICE OF FIRST PUBLIC HEARING
FY2010 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

The City of Van Wert and County of Van Wert intend to make application to the State of Ohio Department of Development to access Housing and Urban Development funding available under the Fiscal Year 2010 that includes Ohio Small Cities Community Development Block Grant (CDBG) Program; HOME Investment Partnerships Program; Housing, Shelter, and Support Services Programs; Community Development Programs; Economic Development Programs; and Supportive Resources, federally-funded programs administered by the State.  The City of Van Wert and County of Van Wert are eligible for CDBG funds, providing the City of Van Wert and County of Van Wert meet applicable program requirements.  Fiscal Year 2010 funding is available under the following programs: Housing, Shelter and Support Services Programs –   Community Housing Improvement Program (CHIP), Housing Development Assistance Program (HDAP), Community Housing Development Organization (CHDO) Competitive Operating Grant Program, Homeless Assistance Grant Program, Housing Opportunities for Persons With Aids (HOPWA) Program, and Housing Assistance Grant Program; Community Development Programs –  Formula Allocation Grants, Neighborhood Revitalization Grants, Microenterprise Business Development Grants, and Water and Sanitary Sewer Program; Economic Development Programs – Economic Development Program, Comprehensive Downtown Revitalization Program, and Community Development Corporations Microenterprise Business Development Program; Supportive Resources – Discretionary Grant Program, Economic and Community Development, Housing, Ohio Housing Trust Fund (OHTF) Discretionary Grants, Homelessness Discretionary Grants, New Horizons Fair Housing Assistance Program; and any new programs announced under the CDBG Program.

The first of the required two public hearings for this comprehensive grant program will be convened in the Van Wert County Commissioners’ Conference Room, 114 East Main Street, Suite 200, Van Wert, Ohio.  The hearing shall be held from 9:00 – 9:30 a.m. on Thursday, March 25, 2010, to provide citizens with pertinent information about the CDBG program, including an explanation of eligible activities and program requirements.

The CDBG program can fund a broad range of activities, including:  economic development projects; planning activities; street improvements; water supply, drainage, and sanitary sewer improvements; park acquisitions and improvements; demolition of unsafe structures; and rehabilitation of housing and neighborhood facilities.  The activities must be designed to primarily benefit low and moderate income persons or aid in the prevention or elimination of slums and blight or meet an urgent need of the community.
